Thematic priorities

There are three current thematic priorities across TWSP - namely Domestic Violence and Abuse, Exploitation and Neglect. There is a sub-group for each thematic area, with Exploitation split between adults and children.

Each sub-group will ensure improvement in identification, investigation and support for those at risk within Telford and Wrekin, and reduce the number of those at risk, and, where appropriate, prosecution of perpetrators.

Domestic Violence and Abuse

Domestic abuse is a significant risk factor in the harm of vulnerable adults and children. The main aim of the Domestic abuse sub-group is to address safeguarding issues and challenges, including:

  • Further understanding the scale of Domestic abuse within Telford and Wrekin;
  • Reviewing support for children, adults, victims and perpetrators of Domestic abuse; and
  • Embedding learning from Domestic Homicide Reviews.

Exploitation

Exploitation of vulnerable adults and children is a significant cause of harm. Within Telford and Wrekin, there are two sub-groups covering Exploitation - one for children and one for adults, respectively. 

The main aim of the Child Exploitation sub-group is to respond to all existing and new forms of child exploitation, including:

  • Recognising continued support for children transitioning into adulthood;
  • Revisting recommendations of internal and external reviews, to ensure they are reflected in both single and multi-agency settings; and
  • Identify any patterns and trends using multi-agency data.

The main aim of the Adult Exploitation sub-group is to address safeguarding issues and challenges, concentraining on:

  • Criminal exploitation including cuckooing, sexual exploitation, modern slavery, county lines, human trafficking and financial exploitation; and
  • Transitional arrangements for people who have been/are being exploited, including adult CSE survivors.

Neglect

Neglect is one of the most frequent causes of a child to be placed on a Child Protection Plan.

The main aim of the Neglect sub-group is to:

  • Continue to raise awareness of neglect within the borough;
  • Keep abreast of national and local learning which relates to neglect, including from Serious Case Reviews (SCRs) and multi-agency case file audits (MACFAs); and
  • Review interventions available, and identify preventative and theraputic support tools for cases of neglect.
